The Register of Damage for Ukraine has officially launched a new category of claims: A3.5 – Loss of Individual Enterprise.
This category is designed for individual entrepreneurs who suffered a loss of profits from their entrepreneurial activities in Ukraine on or after 24 February 2022 due to the internationally wrongful acts of the Russian Federation.
Claims with respect to any assets owned by the individual that were destroyed, damaged or lost due the war shall be submitted in other relevant A categories. Claims by or on behalf of legal entities shall be submitted in other relevant B or C categories that are expected to be launched soon.
Claims that meet the eligibility requirements will be recorded in the Register and subsequently transmitted to the future Claims Commission, which will determine the amount of compensation due. In December 2025, 35 States and the European Union signed the the Convention establishing an International Claims Commission for Ukraine under the auspices of the Council of Europe.
The launch of Category A3.5 is a further step in recording and recognising the damage, loss and injury suffered by individuals, as a result of the aggression of the Russian Federation.
How to Submit Claims
Claims to the Register can be submitted via the Diia web portal. Diia is a mobile application and portal created by the Government of Ukraine that provides easy, convenient, and secure online access to digital documents and public services for people and businesses in Ukraine.
