A3.4 Loss of Gainful Employment
Can I submit a claim in this category?
You can submit a claim in this category if:
- you were gainfully employed or self-employed in Ukraine (other than an individual entrepreneur);
- you lost your gainful employment or self-employment in Ukraine; and
- this was caused by Russia’s full‑scale invasion starting on 24 February 2022.
Is this category also for other financial losses?
No, if your claim also relates to other losses, such as relocation expenses or the loss of assets, you should submit a claim in category A3.7.
Who is considered “gainfully employed” for this category?
You were gainfully employed for this category if you were a party to an agreement in accordance with applicable labour law, which provided you remuneration. The agreement can be either explicit or implicit.
What can I claim under this category?
You can submit a claim for compensation that you did not receive because you lost your gainful employment or self-employment in Ukraine.
This can include, for instance:
- salary;
- wages;
- any indemnities;
- any allowances;
- any benefits; and
- any other income.
When submitting your claim, you should identify the amount of compensation you did not receive in relation to a given period of time (for example, per month, per year, or in total).
Who is considered “self-employed” for this category?
You are self-employed for this category if you:
- conducted independent individual economic activities; and
- were not registered as an individual entrepreneur in accordance with Ukrainian law.
Examples of self-employed individuals conducting such activities could include:
- doctors;
- private notaries;
- private bailiffs;
- attorneys;
- insolvency practitioners;
- auditors;
- accountants;
- valuation experts;
- engineers;
- architects;
- persons engaged in scientific activities;
- persons engaged in literary activities;
- persons engaged in artistic activities;
- persons engaged in creative activities;
- persons engaged in educational or teaching activities; and
- persons engaged in religious activities.

Is this category also for persons registered as an individual entrepreneur in Ukraine?
No. If you have lost profits from your activity as an individual entrepreneur, you should consider submitting a claim in category A3.5.
I lost my gainful employment or self-employment in Ukraine because of Russia’s full-scale invasion, and later started a new gainful employment or new self-employment in Ukraine or in another country. Can I submit a claim in this category?
Yes, you can.
My gainful employment that I lost due to Russia’s full-scale invasion was based on an oral agreement or an implied agreement, rather than on a written employment contract. Can I still submit a claim in this category?
Yes, you can. You should make sure that you submit any evidence you may have to establish the existence of your employment agreement.
My gainful employment that I lost because of Russia’s full-scale invasion was not permanent or regular (for instance, as a seasonal worker, babysitter, or other examples). Can I still submit a claim in this category?
Yes, you can. You should make sure to explain and substantiate this sufficiently.
My gainful employment that I lost because of Russia’s full-scale invasion was based not on a labour law contract, but on another type of employment contract. Can I still submit a claim in this category?
Yes, you can. You should make sure to explain this sufficiently.
Because of Russia’s full-scale invasion, I was mobilised and lost my gainful employment or self-employment. I now receive a salary for my military service. Can I submit a claim in this category?

How do I show that I was gainfully employed?
You should provide as much information as possible about your gainful employment. This could include, for example:
- any employment contract with your employer;
- your employment record book;
- any pay slips or bank records that demonstrate payment for your employment activities;
- your employer’s job offer, decision on your appointment, or your accepted request for appointment;
- the address where you conducted your employment activities; or
- a description of your employment activities.

How do I show that I was self-employed?
You should provide as much information as possible about your self-employment, including:
- information on any registration as a self-employed person;
- the address where you conducted your self-employment activities; and
- a description of your self-employment activities.

How can I demonstrate that the loss of gainful employment or self-employment was caused by Russia’s full‑scale invasion?
You should provide as much information as possible about the loss of gainful employment or self-employment, including:
- a description and the date of the event that caused you to lose your gainful employment or self-employment;
- a description of the loss of your gainful employment or self-employment, as set out in more detail in the next question; and
- if applicable, the date you regained your gainful employment or self-employment.

What can I submit as evidence of the loss of gainful employment or self-employment?
Some information will be drawn from Ukraine’s Pension Fund. In addition, you should provide as much evidence as necessary to establish the amount of your lost compensation in Ukraine.
It is for you to decide what evidence to submit, but it should include:
- information about your declared income before your lost gainful employment or self-employment; and
- information about income taxes you paid before your lost gainful employment or self-employment.

Before submitting a claim in this category, should I first be registered as unemployed with Ukraine’s State Employment Service?
This is not required. But if you are registered with this Service, you should check to make sure this information is included in your claim.
I have received financial or other assistance from the State, international donors, or civil society organisations. Can I still submit a claim?
Yes, you can submit a claim regardless of whether you have received financial or other assistance.
