In its final meeting of 2025, the Board of the Register of Damage Caused by the Aggression of the Russian Federation against Ukraine issued a further nine decisions, recording more than 8,600 additional claims across five categories concerning deceased and missing family members, involuntary internal displacement, damage or destruction of residential immovable property, and loss of access or control of immovable property in temporarily occupied territories.
With these decisions, the Board has now processed and recorded more than 30,000 claims. This continues the Board’s work on reviewing claims in the growing number of categories open for submission by those who have suffered due to Russia’s aggression against Ukraine.
This December’s meeting marked the first time that the Board decided to record claims under category A3.6 (loss of access or control of immovable property in the temporarily occupied territories), reflecting a significant advancement in the Register’s ability to apply its eligibility criteria to pervasive and ongoing harm in the entire territory of Ukraine. In its decision, the Board focused on claims from Ukrainian nationals who lost access or control of property in the city of Mariupol during its continuing occupation.
Nearly 85,000 claims have already been submitted to the Register across 14 categories, with hundreds of new claims being received every day. This growing participation attests to the confidence that Ukrainians are placing in the Register.
The Board concluded its meeting by reaffirming the Register’s unwavering dedication to the important mandate entrusted to it by 44 States and the European Union, and to contributing to just reparation for Ukraine and all persons who have suffered because of Russia’s unlawful aggression.
Register of Damage for Ukraine
The Register of Damage for Ukraine, established under the auspices of the Council of Europe, serves as an essential step toward an international compensation mechanism. Currently, claims can be submitted in fourteen categories:
- A1.1 (involuntary internal displacement)
- A2.1 (death of an immediate family member)
- A2.2 (missing immediate family member)
- A2.3 (serious personal injury)
- A2.4 (sexual violence)
- A2.5 (torture or inhuman or degrading treatment or punishment)
- A2.6 (deprivation of liberty)
- A2.7 (forced labour or service)
- A2.8 (forcible transfer or deportation of children)
- A2.9 (forcible transfer or deportation of adults)
- A3.1 (damage or destruction of residential immovable property)
- A3.2 (damage or destruction of non-residential immovable property)
- A3.3 (loss of housing or residence)
- A3.6 (loss of access or control of immovable property in the temporarily occupied territories).
