Uniting efforts for justice and compensation of damages

On 19 March 2026 a forum organised by the Register of Damage for Ukraine and titled “Supporting Affected Persons on the Path to Compensation for War-Related Damage” was held in Kyiv. The event brought together representatives of international institutions, the donor community, and civil society organisations to strengthen support for claimants before the Register, in particular the most vulnerable groups of individuals affected by Russian aggression.

Opening the event, Mr Markiyan Kliuchkovskyi, the Executive Director of the Register of Damage for Ukraine, emphasised:

“It is important to unite donors and civil society around a shared goal of assisting those affected by the war, particularly in the context of submission of claims to the Register of Damage for Ukraine. We must ensure that this support does not stop, but becomes systematic, continues to develop, and endures over time.”

The event gathered together over 100 participants and served as a platform for open dialogue between the donor community and civil society organisations participating in the Register’s Coordination Platform.

Mr Oleksandr Karasevych, State Secretary of the Ministry of Foreign Affairs of Ukraine, highlighted the importance of establishing an effective international compensation mechanism:

Our goal is to ensure the full functioning of the international compensation mechanism not only as a political instrument, but as a practical tool to support people who have suffered and continue to suffer as a result of Russia's aggression. That is why this forum is extremely important.”

Participants discussed key challenges faced by people affected by the war, as well as the ways to address them through enhanced coordination and resource mobilisation.

Civil society organisations shared their practical experience in assisting claimants and stressed the need for sustainable resources for further development of this work.


The work of the Register of Damage for Ukraine is based on the victim-centred approach, where the needs of individuals are the priority. This includes not only the technical possibility of submitting claims through the Diia web portal, but also ensuring dignity and respect for each claimant’s experience.

During the thematic sessions “Outreach and Awareness-Raising”, “Documentation and Advocacy”, and “Practical Assistance and Capacity Building”, participants discussed the key needs of claimants in accessing the compensation mechanism.

Particular attention was paid to the role of civil society organisations in providing legal and technical assistance, especially for vulnerable groups who may face barriers due to their age, health condition, or limited access to digital technologies.

Strengthening partnerships between international institutions and civil society is essential to the expansion of support for claimants and ensuring that every person affected by Russian aggression can effectively exercise their right to compensation by submitting their claims to the Register of Damage for Ukraine.
