Kaja Kallas, High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission, visited the Register of Damage for Ukraine at its headquarters in The Hague on 23 October 2026.
During the visit, High Representative Kallas met with the Register’s Executive Director, Markiyan Kliuchkovskyi, and members of its Secretariat to discuss the Register’s ongoing work and its central role in the international compensation mechanism for Ukraine.
The visit provided an opportunity to highlight the significant progress achieved by the Register. The Register has already opened all 43 categories of claims, enabling individuals, businesses, and the State of Ukraine to submit claims covering the full range of damage, loss, and injury falling within the Register’s mandate. More than 200,000 claims have already been submitted by claimants. The Register, operating an innovative fully digital claims management platform, serves as a record of harm and destruction caused by Russia’s aggression against Ukraine, and a strong foundation for the mechanism to compensate the victims.
The visit also underscored the European Union’s longstanding and unwavering support for the Register and the broader international efforts to ensure accountability and compensation for the consequences of Russia’s aggression against Ukraine.
The European Union has been a steadfast partner of the Register since its establishment in May 2023, joining as a founding member. Beyond its political commitment, the EU has provided crucial financial support, including voluntary contributions towards the Register’s establishment and the development of its key systems, as well as annual contributions to its operating budget.
The EU has also played a leading role in advancing the next stage of the international compensation mechanism. In December 2025, it signed the Convention establishing an International Claims Commission for Ukraine and became one of the first signatories to ratify it in May 2026.
“The European Union has stood firmly behind the Register from the very beginning. Its unwavering support has been instrumental in turning the political commitment to accountability and compensation into a functioning international mechanism, established under the auspices of the Council of Europe. We are deeply grateful for this continued partnership and for the EU’s leadership in advancing the establishment of the International Claims Commission. High Representative Kallas’s visit is a powerful demonstration of that commitment,” said Markiyan Kliuchkovskyi.
The visit reaffirmed the close cooperation between the Register and the European Union and their shared commitment to ensuring that the damage, loss, and injury caused by Russia’s aggression are duly documented and that Ukraine and those affected have access to an effective international mechanism for compensation.
